Effective May 1, 2023, all public Invitations to tender, requests for quotation and requests for proposals for the Halifax Regional Municipality will be posted on this bids&tenders website.
Vendor Registration
If you are not a current subscriber to bids&tenders™, you will need to subscribe as a vendor to receive notice of bid opportunities and submit bids to Halifax Regional Municipality.
Vendor accounts should be created using the vendors complete legal name.
If you do not already have a bids&tenders account, you can create one here. Bidders are solely responsible for ensuring their vendor account information is kept current
After creating a vendor account with bids&tenders™, bidders may select commodity codes for the goods and services they are interested in supplying to the Municipality, and the bidding system will notify them by email when bid opportunities match their selection(s).

Applicable Legislation
The Halifax Regional Municipality is subject to the Nova Scotia Public Procurement Act and the following Trade Agreements:
- Canadian Free Trade Agreement (CFTA)
- Canada-European Union Comprehensive Economic and Trade Agreement (CETA)
Notices for public invitations to tender, requests for quotation and requests for proposal with an estimated value exceeding applicable Trade Agreement thresholds are also posted on the Nova Scotia Public Tenders website.

WCB and WCB Safety Certified
When required by the solicitation, WCB-eligible entities who bid on publicly tendered Municipal solicitations must be in good standing with the Nova Scotia Workers Compensation Board or WorkSafeNB at the time of bidding
All contractors who bid on publicly tendered Municipal construction projects must be WCB Safety Certified or have an acceptable equivalent accreditation from another jurisdiction at the time of bidding.
Bid Security
When any form of security or bond is required by the solicitation, only verifiable electronic bonds (e-Bonds) will be accepted. The Municipality does not accept bid or any other security in the form of certified cheques, irrevocable letter of credit or cash.
